The long-awaited Quality Amendment, or the 19th amendment to the Plastics Regulation, has been published under No. 2025/351. This amendment is expected to have far-reaching implications for packaging manufacturers because the EU Commission is using it to regulate a new requirement for the purity of raw materials used in packaging. According to this amendment, substances for which the manufacturer cannot rule out the possibility of genotoxicity may only be present in very small quantities. However, it remains unclear how this can be verified and how manufacturers at the end of the supply chain can deal with it.
